Developmental Disabilities (DD) Waiver
The DD Waiver provides 24/7 supervision and residential support for adults with developmental disabilities — and we pay everyone 83% of the daily IRSS rate, the highest in Colorado.
The Home and Community-Based Services Waiver for Persons with Developmental Disabilities (DD Waiver) provides access to 24-hour, seven days a week supervision through Residential Habilitation and Day Habilitation Services. It is designed to help individuals live safely and independently in the community rather than in an institutional facility. We are proud to pay 83% of the daily IRSS rate — the highest rate available to families in Colorado.
Medicaid payment for services is available only after the Member is eligible for Medicaid Colorado Health First and the service is authorized. Not all individuals qualify. Timing of enrollment and service authorization may vary.

IRSS — Individual Residential Support Services
$73.75 - $271.70 / day83% Reimbursement Rate
Individual Residential Support Services (IRSS) provide 24-hour supervision and support for adults with developmental disabilities living in their own home or with family. We pay 83% of the daily IRSS rate — the highest available to families in Colorado.
SCC — Supported Community Connections
$17 - $28 / hourSupported Community Connections (SCC) is a day habilitation service that helps individuals with developmental disabilities access their community, build relationships, and develop skills for greater independence.
Mileage Reimbursement
$10.50 - $26.50 / tripCaregivers providing DD Waiver services are eligible for reimbursement for transportation provided as part of authorized services — helping offset the cost of transporting your loved one to community activities and appointments.
Who Qualifies?
- ✓Must be determined to have a developmental disability.
- ✓Must be 18 years of age or older.
- ✓Must require access to services and supports 24 hours a day.
- ✓Must be approved for the DD waiver by your case management agency.
